Crisis and Resilience Fund (CRF): Heating Oil Support Scheme
The HSF fund is is a UK Government initiative, which offers crucial assistance to vulnerable individuals struggling to afford essentials.
In Lincolnshire, this funding is managed by Lincolnshire County Council, which carefully distributes it across schools and early years providers, care leavers in supported accommodation, and the county’s seven District Councils to maximise its impact.
LCF began supporting the distribution of these funds in March 2023 during the fund’s third round, collaborating with district councils in Boston Borough, East Lindsey, and South Holland. We have continued this partnership across successive rounds, working with these councils as well as West Lindsey and South Kesteven to administer the fund’s resources to those most in need. As an independent charity, our ability to provide this support is directly tied to the funding allocated by these District Councils.

Please note that this offer of support only covers parts of Lincolnshire – not including North and North East Lincolnshire, City of Lincoln or North Kesteven.
How do I apply?
You can apply online at www.lincolnshirecf.co.uk/crf. Simply select your District by clicking on the map or the District name.
If you are unable to apply online, you can leave a message on our callback service (01529 572575), and a member of the team will complete the application with you over the phone.
Am I eligible?
Eligibility criteria are set by Lincolnshire County Council. Please check your District page on our website for full details before applying.
What documents do I need?
To process your application, we require:
- A recent bank statement
- An invoice or proof of your last payment from your oil supplier
Both documents must clearly show the applicant’s name and/or the address on the application.
How long will it take to get a response?
We aim to respond within 3 working days of receiving your application. You will receive an automatic confirmation email once your application has been submitted.
Can I apply for someone else?
Yes, you can apply on behalf of someone else, but you must have their permission and access to the required documents.
Please note, we can only accept one application per household.
What is a household?
A household is defined as a single property served by one heating oil tank.
Only one application can be made per oil tank. If a building is divided into separate flats with their own oil supply, each may apply separately. If the oil tank is shared, only one application can be submitted.
How will I receive the payment?
If your application is approved, you will receive a £300 e-voucher by email.
You will need to contact your oil supplier and provide the voucher details, similar to making a card payment.
If your order exceeds £300, you will be responsible for paying the remaining balance.
How long will it take to receive my voucher?
We aim to send your voucher within 2 working days of your application being approved
What if I do not have an email address?
Please tell us on your application if you are unable to receive or download a voucher. We can print and post it to you.
Please be aware that postal delivery may take longer than 2 working days.
I am having trouble downloading my voucher
We use an external provider to issue e-vouchers. A simple step-by-step guide is available to help you download and use your voucher.
Can I use the voucher for anything else?
No. Vouchers can only be used to pay for heating oil and cannot be used for any other purpose.
How is my application considered?
Every application is looked at individually by the CRF team at Lincolnshire Community Foundation, using the criteria set by Lincolnshire County Council.
We use secure systems to manage applications, but all decisions are made by our team.

Why was my application unsuccessful?
You will be told the reason in your outcome email. This will usually be because the application did not meet the criteria.
All decisions are made carefully and are final.
